They pilgrimage to the seven levels of Babel together with humans, and reopen the gates of Heaven via Jacob's Ladder.
It is their atonement for their sins.
But their plan fails.
The frenzied pilgrims seek to dominate the levels of Tokyo Babel, destroying everything.
As the struggle continues, one boy is rescued from the doomed world.
Tendo Setsuna—a boy born into a world not considered human.
He aims to conquer Tokyo Babel with Lilith, the "Night Witch" who saved him.

- Divine Calamity
All destruction suddenly befell.
Countless angels were banished from Heaven, the gates to Heaven were sealed shut, Hell was submerged in a great flood, and demons lost their homes.
Countless parallel worlds also collapsed one after another. This catastrophe, believed to have been caused by incurring God's wrath, is called a "Divine Calamity."
- Tokyo Babel
Originally known as "Purgatory," it was a place for purifying sins.
Shaped like a giant regular octahedron, it floats between the sky and the sea, and its interior is composed of seven levels, each modeled after the streets of Tokyo.
- Heaven
After the Divine Calamity, its gates were sealed shut, and its current state is unknown.
Located far above Tokyo Babel. A heavenly paradise reached by ascending Jacob's Ladder, the seventh level of the staircase to Heaven.
The objective of this work is to reach this heaven.
・Hell
During the divine disaster, unprecedented heavy rain fell for 40 days and 40 nights, completely submerging it.
It sank to the bottom of the sea beneath Tokyo Babel. Now, only Leviathan lives there in silence.
・Countless parallel worlds
Tokyo Babel, a place of heaven, hell, and purgatory, is unique, but the "worlds" humans live in have branched off multiple times over the course of history, and "exist" in countless parallel forms.
There are just about every imaginable world, but they are beginning to collapse one after another due to the divine disaster.
・Angels and Demons
Beings that manage and operate all parallel worlds.
Due to the sudden divine disaster, they lost their homes and were forced to migrate to Tokyo Babel.
The objective is to reopen the closed gates of heaven in order to ask for God's forgiveness.
・Humans
Beings necessary to open the gates of heaven.
For this reason, angels and demons gather humans from all parallel worlds who excel in strength, wisdom, or something else to Tokyo Babel.
・Pilgrimage
Occasionally, a human will realize that they are in Tokyo Babel, and, accompanied by angels and demons, begin their ascent up Tokyo Babel toward heaven.
It is said that by completing the pilgrimage from the first to the seventh floor, the gates of heaven will reopen, but no one has yet reached heaven.
・Chorus of Blessings - Mental Pollution
One of the reasons why one cannot reach heaven. The chorus of blessings resonates directly in the mind.
It is said that hearing its whispering song pollutes the mind.
With each floor one ascends, the singing gets louder, and even the strongest of spirits will collapse before reaching heaven.
・Ruler
One of the reasons why one cannot reach heaven. The end result of those whose minds are broken by the chorus of blessings.
These beings simply commit massacres driven by their own twisted desires. They exist on each of the seven floors,
using their immense power to transform and control their floors as they desire, attacking pilgrims.
・Pandora
A village modeled after a school. Located at the lowest level of Tokyo Babel, it is home to angels, demons, and humans.
While Tokyo Babel is being eroded by the Chorus of Blessings and the Rulers, this remains safe and serves as a base of operations for the pilgrims.
Unaware of Tokyo Babel's existence, the humans attend classes as normal, living their daily lives as ordinary Japanese high school students.

A limited world erosion technique that everyone in Tokyo Babel possesses.
